Ranger build: Shotgunner
The Skirmishers are a Resistance faction introduced in the XCOM 2 expansion, War of the Chosen. They are one of the three Resistance factions that are actively hunting The Chosen. They are former ADVENT soldiers who learned how to remove the chip that connects them to the alien's Psionic. The Ranger is one of the most powerful units you can command. Phantom’s extended stealth allows constant recon of the enemy, allowing you to position and ambush with perfect intel. Shadowstep with Run and Gun lets you hit anyone, anywhere, anytime with powerful (and accurate) shotgun blasts, while Implacable and Untouchable get you out of the dangerous situation you just charged into.
Rapid Fire is the crown jewel—doubling your potential damage every single turn for a paltry -15 aim penalty. The shotgun’s inherent accuracy at close range combined with near-guaranteed crits from Talon Rounds and a Laser Sight ensure you won’t regret the trade off. The Spider/Wraith suit’s mobility and grapple only enhances this lethal combination of speed and power, and an Autoloader offsets your constant ammo dumping, keeping you ready to kill at all times.
A Speed PCS further boosts your mobility for flanking, or Perception will let you Rapid Fire reliably from longer distances. What you value more is your call.

Abilities: Slash, Blademaster, Shadowstep, Conceal, Bladestorm, Untouchable, Reaper
Gear: Spider or Wraith Suit - Hazmat Vest, Plated Vest, Overdrive Serum
Accessories: Speed or Perception or Conditioning, Laser Sight, Repeater (Bonus: Hair Trigger)
Melee-focused Rangers don’t get the same raw damage as a Shotgunner, instead providing versatility and multiple target capability. Grabbing Blademaster is a given, and Shadowstep lets you charge targets while ignoring enemy overwatch. Conceal provides Phantom’s power in an active ability instead of a passive, and with no need for Run and Gun it’s an easy pickup. Bladestorm lets the Ranger control his immediate area and Untouchable keeps you safe after your aggressive charges leave you exposed.
Reaper is huge—if your squad can lower the health of enough enemies to within the Blademaster’s kill range, you can chain kill all of them in one go. The key is mobility and grappling, as both will allow you to reach more enemies for your kill chain. A Laser Sight is still mandatory for your Shotgun, and a Repeater means when a new pod stumbles into your Blademaster’s overwatch, you’ll have a chance to instantly kill one of them, which is well worth the slot on a weapon we’ll otherwise rarely use.
Speed, Perception and Conditioning are all great PCS choices here—charge enemies from further away, ensure you never miss a sword strike, or have extra health to survive a brutal melee brawl.

You can get one extra faction soldier from the first resistance faction that you contact by using a covert action that requires high influence in that faction.
With the WotC tutorial on you always encounter the Reaper faction first making it only possible to get an extra Reaper.
I read this in another thread that said that a dev had said it during a livestream and it seemed correct my first full run of the game so I believe it to be true but if you find proof otherwise, please tell me.

I was finally able to get another Reaper through a covert action. As far as I've seen, that's the only way to get new faction-units.

I'm almost finished with my first WotC run — which I really dragged out until November with a completely empty Avatar Project progress bar. I've got exactly four faction soldiers, the three initial ones from making contact and one additional Reaper from a covert op, I think it was simply called 'Recruit Soldier'. Since it was my first WotC run I did actually look out specifically at every turn for faction soldiers but alas, I got only the one extra.
I had two seemingly random faction missions, but those only allowed me to get more regular soldiers, so maybe that were just a new kind of regular new resistance mission types even though they were not introduced the same as the usual ones.
There might be an resistance order giving you Skirmishers. Unfortunately, I won't be able to figure out if these guys permanently join XCOM or just work in the mission for you as it is already deep in November and XCOM is really armed to the teeth already.

I have been playing the same game for quite awhile. I have everything researched and have done countless missions and have full influence with all the factions. All I have acquired is an extra reaper. So I truly believe it is only possible to get one extra soldier after the first three from other factions. If you find another way to recruit more please let me know.

The expansion originally only allows you to recruit one additional faction soldier from the faction you first start with.
You can remedy it by use of this mod: Recruit Multiple Heroes From All
The author has a number of other 'mods' that are actually fixes to the game, which I, personally, recommend. For example he also has a fix for the 'Brutal' ability of the Hunter. The fix makes it so every attack reduces the current will of your soldiers, instead of the maximum as it is in the original expansion at this moment.

If one of your faction guys gets captured you get a mission to replace him if you save the captured one now you have two
